As the Construction Manager, you will be responsible for the overall management of our Federal, State, Municipal and Commercial work.  Ensuring the goals or objectives of the project are accomplished, within prescribed time frame and funding parameters.  This includes safety, customer service, supervision, quality assurance and environmental compliance.


Key Responsibilities (Essential Duties and Functions)

  • Promote a safe working culture for all employees; work with safety and field personnel to minimize risk and increase safety for employees at all times.
  • Reviews project proposals to determine time frame, funding limitations, procedures for accomplishing projects, staffing requirements, and allotment of available resources to various phases of project.
  • Monitor/control construction through administrative direction of the superintendents to ensure project is built on schedule and within budget; investigate potentially serious situations and implement corrective measures.
  • Establishes a work plan and staffing for each phase of project, and arranges for recruitment or assignment of project personnel.
  • Confers with project staff to outline work plan and to assign duties, responsibilities, and scope of authority.
  • Regular communication with the General Manager is required, providing updates of progress concerning active projects and bidding of new projects, as well as the day-to-day operations.
  • Plans, evaluates, and improves efficiencies of business processes and procedures, to enhance speed, quality, efficiency and output.
  • Assist in the job bidding and estimating process when necessary; provide sound advice and support during process.
  • Directs and coordinates activities of project personnel to ensure project progresses on schedule and within prescribed budget.
  • Assist in recruiting, hiring, training and discipline of employees.
  • Reviews status reports prepared by project personnel and modifies schedules or plans as required.
  • Prepares project reports for management, clients, and/or others.
  • Reviews and interprets performance data that include financial reports, activity reports, and spreadsheets to monitor and measure organizational productivity, goal attainment, and overall effectiveness.
  • Ensures accuracy of billing and daily job costing. 
  • Prepares and maintains both financial and non-financial reports necessary to track strategic goal accomplishments and to provide periodic reports to management.
  • Manages the operational, budgetary, and financial responsibilities and activities of the project.
  • Makes business decisions that are financially responsible, accountable, justifiable, and defensible in accordance with the organization’s policies and procedures.
  • Establishes and maintains relevant controls and feedback systems to monitor projects.
  • Confers with project personnel to provide technical advice and to resolve problems.
  • Coordinates project activities with activities of government regulatory or other governmental agencies.
  • Oversees a multi-disciplined team to meet and exceed contract goals and objectives in budget and overall performance.
  • Carries out supervisory and project management responsibilities in accordance with the organization's policies, industry best practices, and as established by any applicable laws.

Education and Experience

  • 8 or more years of experience in horizontal construction and/or paving
  • Bachelor’s Degree in Construction Management or Engineering is preferred.
  • Construction Management experience desired.
  • Must have experience managing large scale projects.
  • Strong leadership, interpersonal and communication skills.
  • Diagnostic, troubleshooting and mechanical skills are an essential requirement.
  • Ability to lead, manage and develop employees effectively.
  • Must be familiar with Government contracts and procedures.
  • Must have experience with estimating and management.
  • Able to work various times during day, night or weekend hours, at various locations
  • Ability to travel up to 40% of the time within the market

  • Able to effectively communicate in verbal and written form to employees, management, executives, and customers

  • Able to identify, define and resolve problems, collect data, establish facts and draw valid conclusions
  • Able to interpret an extensive variety of instructions in mathematical, written or oral form
  • Able to deal with several abstract and concrete variables
  • Able to interpret written and oral instructions, and to read, analyze and interpret, operating & maintenance instructions or regulations

  • Able to talk, hear, stand, walk, sit, reach with hands and arms, climb, balance, stoop, kneel, crouch or crawl
  • May require sitting for extended periods of time
  • Able to move/carry objects up to 25 lbs.


Work Environment

  • While performing the duties of this job, the employee may be occasionally exposed to airborne particles
  • The employee is occasionally exposed to outside weather conditions
  • The noise level in some areas of the work environment is typically low to moderate
