Position Overview


Reporting into the Transportation Manager, the primary function of this role is to enhance the financial performance of our transportation efforts supporting the aggregates, asphalt, and construction groups within Pennsy.  The Dispatch Manager will be responsible for insuring  internal and external customers' needs are met timely and efficiently by leveraging a team of dispatchers to fulfill orders, by leveraging a comprehensive transportation management process and system, and establishing and managing appropriate key performance indicators within transportation and across functional areas.  


Key Responsibilities (Essential Duties and Functions)


  • Promotes and drives safety throughout the entire organization with focus on creating an incident and injury free workplace and a culture. 
  • Manages performance of employees with emphasis on safety, customer service, productivity and delivery efficiency. 
  • Works collaboratively with our internal and external stakeholders to achieve our goal to always have the right products, at the right time, in the right quantity and of the right quality in the right place.  
  • Provides leadership for the development, planning, and execution of customer service and logistics strategies, including performance management.  
  • Establishes schedule for dispatchers to ensure coverage during daytime and nighttime activities. 
  • Fosters a culture of personal and professional growth through coaching, supporting, and listening to team and others. 
  • Responsible for demand planning to develop accurate forecasts that meet customer needs. 
  • Checks and reviews daily shipping log to ensure resources are scheduled appropriately for next day activities. 
  • Manages in-flight job activities and proactively addresses deviations from plan with plant and construction crews by leveraging data from the Point of Sale (POS) and Transportation Management System (TMS).  
  • Manages implementation of TMS including updating geofences and job set ups. Ensures internal and external haulers are following our requirements pertaining to adoption and adherence to our TMS. 
  • Takes part in weekly job review analysis, partnering with construction team, to jointly address deviations from estimate and to implement corrective actions.  
  • Completes daily post-mortem assessment on prior day’s activities to identify and implement margin capture opportunities. 
  • Establish and manage performance KPI’s and baseline measurements to gauge efficiency. 
  • Takes part in pre-bid job reviews to ensure “as-bid” trucking costs are accurate. 
  • Responsible for actively participating in and supporting the overall P&L for transportation, construction, asphalt and aggregates. 
  • Oversees Lowbed, AC Tanker and Cement Tanker movement to ensure their impacted operations run most efficiently. 
  • Promote organizational values and a strong culture.  
  • Support back office and accounting efforts for department. 
  • Promote innovation and a continuous improvement culture by supporting and driving efforts for all LOBs related to transportation and other operational efficiencies impacted by transportation. 
  • Performs other duties as assigned. 




To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.



  • Bachelor’s degree in Business, Logistics or Supply Chain Management, or two to four years related experience and/or training; or equivalent combination of education and experience. 
  • Minimum of three to five years supervisory and management experience. 
  • Proficient knowledge of Asphalt and Aggregates. Knowledge of job costing and estimating techniques.  Experience with Libra, Apex and Telematics systems are preferred.

  • Strong leadership and management skills. Individual must exhibit professional ability to deal with others and to create constructive working relationships and an overall positive working environment. 
  • Excellent project management and organizational skills; ability to work well under tight deadlines, assist in the resolution of problems, and manage ambiguous information effectively. 
  • Self-starter and able to take responsibly and initiative upon themselves. 
  • Ability to prioritize, schedule, and coordinate multiple activities and delegate activities to the workforce. 
  • Must be self-confident; make critical decisions on a timely basis; think outside the box and be proactive vs. reactive. 
  • Must communicate effectively, both verbally and in writing. 
  • Proficient use of PC with Excel, Word, Outlook, and PowerPoint. 
  • Must be willing to travel and work away from home when required. 
  • Must be willing to work nights and weekends when necessary. 
  • Regular and predictable attendance. 


General Requirements 

  • Ability to attend various meetings and events at offsite locations
  • Hours are extended throughout the year to include nights and weekends when necessary
  • Local travel and some overnight travel may be required <5%
