Operations Manager- Construction
Position Overview
The Construction Manager will directly oversee construction-related operations within their designated area, from developing bid strategies to executing projects. Equally important is the ability to “Think Big Picture” for company resources and customer relationships. The Construction Manager will also be responsible for providing a safe workplace for employees, developing employees for future roles, and managing customer/community relations. The Construction Manager will take the lead in ensuring that all lines of business collaborate to achieve the overarching company goal of maximizing material sales and overall profitability. The Construction Manager will lead by example by demonstrating the core competencies required for the position.

Key Responsibilities (Essential Duties and Functions)
-
Oversee all installation and/or highway projects in the region.
-
Project profitability (revenue/costs) responsibility.
-
Ensure that projects are staffed with appropriate P.M.s, traffic control personnel, paving crews, etc.
-
Work closely with DOT Estimators/Contracts Administrators on job processing, including pre-construction meetings, in-house safety meetings, OJT’s, subcontractor compliance, conflict resolution, and documentation.

Collaborate with relevant customers (e.g., DOTs) to ensure effective partnering, strong customer relationships, and timely completion dates.

Strong communication with Quality Control, Production, and Sales Staff to optimize plant utilization, profitability, and customer service, both internal and external.

Knowledge of company costing systems to evaluate work-to-date.

Ensure that all operations are fully compliant with federal and state regulations, including OSHA, DOT, and other relevant agencies.

Ensure subcontract compliance on all projects.

Support ongoing employee training, including OJT.

Supervise and direct all installation supervisory personnel, including Regional Coordinators and/or Project Managers.

Conduct annual evaluations of direct reports and ensure the evaluation process is conducted properly for all other installation personnel in the region.

Strong working knowledge of company recruitment and hiring procedures and policies.
-
Enforce company policies, procedures, and work rules; discipline employees as necessary and document all performance issues.

Enforce company safety rules and conduct safety meetings, including toolbox talks.

Identify and resolve safety, personnel, and equipment/operational problems in a timely and effective manner.

Work closely with the Safety Manager on all training initiatives and programs.

Ensure that the workplace/or job sites, and equipment are kept in a neat, clean, tidy, and safe condition.

Adhere to all state and federal regulations, if applicable, as set forth by the US Department of Transportation (DOT), Occupational Safety and Health Administration (OSHA), Mine Safety and Health Administration (MSHA), or any other regulatory agency.

Assist with the interviewing and hiring process as necessary.

Willingness to develop subordinates’ technical and leadership skills and make recommendations for new job opportunities when appropriate.

Effective management of employee performance through coaching, feedback (written and verbal), rewards, and discipline when necessary. Must be able to establish and communicate goals/expectations for individuals, crew, and projects.

Appraising performance, including annual evaluations and new employee 60-day evaluations.

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Education/Experience
-
Bachelor’s degree (B.S. or B.E.) from a four-year college; three to five years in the construction materials business with specific experience in paving, installation, earthwork, and utilities, and a working knowledge of road reclamation and milling, as well as transportation and delivery.

Previous supervisory experience.

Ability to read and interpret documents such as safety rules, contracts, operating and maintenance instructions, and procedure manuals. The ability to write routine reports and correspondence. Ability to speak effectively to customers or employees of the organization.

Must have strong people skills, a proven track record of successful job and team management from start to finish; must have the ability to cultivate valuable customer/employee relationships; successfully manage multiple jobs simultaneously; and have a keen business sense.

Strong communication skills, both written and verbal, computer skills, and knowledge of state DOT regulations and OSHA are a must.

Must possess and have working knowledge to complete necessary mathematical calculations.

Must demonstrate the ability to use a computer to communicate and analyze data. This includes, but is not limited to, the use of Outlook, MS Office programs, construction software, and web-based programs.

Be familiar with all roles, equipment, and tasks associated with your project(s) and have the ability and willingness to fill in on any role or task as necessary.
