This position is responsible for the management and oversight of the Asphalt Operations Team within their area.


Essential Duties and Responsibilities

  • Adhere to and follow all safety rules and regulations of MSHA/OSHA/DOT and Pennsy Supply, Inc.
  • Drive a culture of safety as well as the organizational safety initiatives within Asphalt group.

  • Collaborate with Safety and Environmental departments to ensure a safe working environment that complies with company standards as well as federal, state and local regulations.

  • Provide leadership and direction to ensure efficiency, quality, service and cost-effective management of resources. Take initiatives toward continuous improvement efforts and mindset within area of responsibility and support organizational efforts for continuous improvement.
  • Drive KPIs including minimizing downtime, minimizing waste, reducing operating and mix costs.
  • Collaborate and support HMA QC and HMA Sales to drive results in those functions. Including bonus capture, zero penalties, mix optimization, achieving sales volume targets and supporting commercial initiatives.
  • Ensure customer satisfaction daily alongside Sales and QC teams. 
  • Collaborate with construction and transportation team to support their success, work as OnePennsy, and maximize the value brought by the entire HMA/Construction/Transportation Group.  
  • Responsible for proper planning and scheduling of plants they oversee, while maintaining a balance between optimizing margins and providing superior customer service. Ensure the daily schedule is organized, communicated, and managed to maximize value for our business and our customers. Facilitate schedule changes as needed and manage through conflicts with Operations Manager, Transportation, Sales and Construction.
  • Responsible for raw material management at sites including recycle and liquid AC.
  • Plan and prepare for winter maintenance and capital expenditure repairs including resources, subcontractors, procurement, and schedules.
  • Drive preventative maintenance programs as well as oversee directly or through direct reports, scheduled and unscheduled repairs. Responsible for the proper repair and maintenance of equipment and plants to ensure they are in best working order at all times.
  • Responsible for ordering and securing parts during downtime and scheduled repairs to minimize time down as well as manage costs of R&M Parts. Organize and manage high functioning and efficient parts inventory.
  • Work to ensure plants are operating at their highest efficiencies.
  • Operate plant and fill resource gaps as needed to ensure business continuity and customer service.
  • Understand Quality Control and how the plant operations impact it to ensure a quality product is produced while optimizing mix cost.
  • Collaborate with equipment department to maintain mobile equipment and reduce the costs of operating mobile equipment.
  • Understand fundamental financials of the asphalt business by reviewing financial status for areas of responsibility with HMA Operations Manager and implement actions to positively impact profitability.
  • Responsible for administrative duties including but not limited to end of day reporting, month end reporting, timesheet reviews, POs, receipting POs, environmental and safety compliance and inspections.
  • Introduce best practice methods and tools to team.
  • Influence and communicate concerns across all levels of the business.
  • Ensure open lines of communication with all customers so that their needs are being met in a satisfactory manner.
  • Responsibilities may require night work at times.
  • Travel as necessary.
  • Other duties as assigned.


Education and/or Experience

  • Bachelor’s degree in Engineering, Mining, Construction Management or a related concentration or 5 years of experience in the industry is preferred.
  • Experience in dealing with OSHA regulations and inspections and HSE expectations.

  • The employee is occasionally exposed to moving mechanical parts; high, precarious places; outside weather conditions; and risk of electrical shock or burn
