Position Summary 

The Strategic Procurement Manager is responsible for leading strategic sourcing, supplier management, and procurement initiatives across Pennsy Supply and Dolomite Products Company. Based primarily within Pennsy operations, this role serves as a key business partner to leadership teams, operational stakeholders, engineering, finance, and field operations to deliver best-in-class total cost of ownership solutions that support business performance and growth objectives. 

This position drives value through strategic sourcing, contract management, supplier relationship management, and capital project procurement. The role is accountable for delivering measurable CAPEX savings, OPEX savings, cost avoidance, risk mitigation, and supplier performance improvements while ensuring alignment with CRH Americas Materials procurement strategies and objectives. 

The Strategic Procurement Manager works closely with Divisional Procurement, Local Category Managers, Regional Category Managers, and centralized procurement functions to execute sourcing strategies, support enterprise initiatives, and achieve financial and operational goals. 

Travel: Regular travel throughout Pennsylvania and monthly travel to Rochester, NY 

Key Responsibilities 

Strategic Sourcing & Procurement Leadership 

  • Lead strategic sourcing initiatives across direct and indirect spend categories for Pennsy and Dolomite. 

  • Develop and execute sourcing strategies that support business objectives and maximize total value. 

  • Manage competitive bidding processes, RFx activities, supplier evaluations, negotiations, and contract awards. 

  • Identify opportunities for supplier consolidation, standardization, and process improvements. 

  • Analyze market conditions, industry trends, and supply risks to proactively manage costs and supplier performance. 

  • Ensure procurement decisions support the best total cost of ownership while maintaining quality, service, and safety standards. 

Stakeholder Engagement & Business Partnership 

  • Serve as the primary procurement business partner for Pennsy and Dolomite leadership teams. 

  • Build strong relationships with operations leaders, plant managers, quarry managers, engineering teams, construction teams, and finance partners. 

  • Maintain a visible and active presence within Pennsy operations through regular office and field engagement. 

  • Collaborate with leadership to identify opportunities that improve operational effectiveness and financial performance. 

  • Provide procurement expertise and guidance on sourcing, supplier selection, contracts, and commercial decisions. 

 

Supplier Relationship Management 

  • Develop and maintain strategic supplier relationships that support operational excellence and value creation. 

  • Conduct supplier performance reviews and establish corrective action plans where necessary. 

  • Identify and qualify alternative suppliers to strengthen supply continuity and competitive positioning. 

  • Collaborate with suppliers to drive innovation, productivity improvements, and long-term value. 

 

Value Creation & Financial Performance 

  • Deliver annual procurement value targets through:  

  • CAPEX savings 

  • OPEX savings 

  • Cost avoidance initiatives 

  • Supplier performance improvements 

  • Risk reduction initiatives 

  • Support annual budgeting, forecasting, and business planning activities. 

  • Track, validate, and report procurement savings and value creation opportunities. 

  • Identify and implement continuous improvement initiatives across procurement-related spend categories. 

 

Collaboration with Procurement Organization 

  • Partner with Divisional Procurement leadership to execute procurement strategies and initiatives. 

  • Collaborate with Local Category Managers and Regional Category Managers to leverage enterprise agreements and category expertise. 

  • Support implementation of CRH Americas Materials procurement programs, standards, and best practices. 

  • Align local business requirements with divisional and enterprise procurement objectives. 

  • Support the transition and ongoing partnership with centralized Procure-to-Pay (P2P) functions. 

 

Governance & Compliance 

  • Ensure procurement activities comply with company policies, ethical standards, and contracting requirements. 

  • Support contract development, implementation, and compliance management. 

  • Identify and mitigate commercial, supply chain, and supplier-related risks. 

  • Promote supplier compliance with safety, insurance, environmental, and quality requirements. 

 

Qualifications 

Education 

  • Bachelor's degree in Supply Chain Management, Business, Engineering, Finance, Operations, or a related field required. 

  • Professional procurement certification (CPSM, CPM, CSCP or equivalent) preferred. 

 

Experience 

  • Minimum 8 years of progressive procurement, sourcing, category management, or supply chain experience. 

  • Demonstrated success leading strategic sourcing initiatives and supplier negotiations. 

  • Experience supporting capital projects and major procurement programs. 

  • Experience managing supplier relationships and complex commercial agreements. 

  • Experience within construction materials, aggregates, asphalt, heavy construction, mining, manufacturing, industrial operations, or related industries preferred.

Work Environment & Travel 

  • Position is based in the Harrisburg, Pennsylvania area and is expected to maintain a regular in-office presence at Pennsy facilities. 

  • Frequent engagement with operations and field personnel is expected. 

  • Regular travel throughout Pennsy operating locations. 

  • Monthly travel to Rochester, New York to support Dolomite operations and leadership. 

  • Additional travel to supplier locations, project sites, and procurement meetings as business needs require.
