Comprising markets Poland, Hungary, Slovakia, Austria, Romania, Ukraine, Serbia, Croatia, Germany and Switzerland, the CEE region plays a crucial role in CRH’s global presence and growth strategy.

Position Purpose

In collaboration with Group Procurement, the Procurement Manager is responsible for implementing the organization's procurement strategy for key categories related to concrete production, including aggregates, concrete admixtures, mineral additives, transportation, fuels, energy, and operational services. The role supports the achievement of operational, financial, and sustainability objectives by ensuring continuity of supply and strengthening the organization's competitive advantage. The person in this position plays a key role in supplier relationship management, procurement synergy development, and the growth and development of the procurement team.

Key Responsibilities

• Participate in the development and implementation of the procurement strategy based on business objectives, KPIs, and the organization's long-term vision.
• Own the procurement policy and ensure procurement processes comply with internal procedures, legal regulations, and group standards.
• Manage the procurement budget, develop cost forecasts, and report results to the Management Board.
• Optimize procurement costs (savings and cost avoidance) and initiate process and logistics improvements.
• Participate in the negotiation of key contracts.
• Oversee the generation and accuracy of procurement savings reporting (EBITDA impact, cost avoidance vs. cash savings) in accordance with the CRH methodology.
• Supervise tender processes and supplier contract negotiations, ensuring contract quality and compliance.
• Develop and evaluate the supplier base, build long-term strategic business partnerships, and manage supply risks.
• Monitor market trends, raw material prices, services, and technologies, and recommend corrective or adaptive actions when risks are identified.
• Drive procurement synergies across the group and actively participate in cross-functional and international projects.
• Collaborate closely with key business functions, including production, logistics, finance, legal, controlling, maintenance, and investments/capital projects.
• Lead the procurement team by organizing work, setting objectives, developing competencies, motivating employees, and providing mentoring and coaching.

Required Experience and Qualifications

• University degree (preferred fields: Procurement, Economics, Business Administration, Finance, Logistics, or Engineering).
• Minimum 8 years of professional experience in procurement.
• Demonstrated people management experience (minimum 5–8 years).
• Proven experience in developing and implementing procurement strategies, with documented examples of procurement process optimization.
• Practical knowledge of tendering processes and contract negotiations.
• Experience in an international environment or within a group/matrix organization is an advantage.
• Very good command of English (minimum B2 level).
• Knowledge of ERP systems and procurement tools (e.g., SAP, Ariba) is an advantage.
