Position Overview

This position manages the two HR Managers and leads the HR departments for the Central Texas area and Ready Mix businesses within Texas Materials. The Senior HR Manager is responsible for planning, controlling, evaluating, and setting tasks for the two areas and ensuring their processes are aligned with the rest of the region's HR areas. Works closely with the line of business VP/GMs and Region HR team.

 

Key Responsibilities (Essential Duties and Functions)

· Business Partner: Partners with Company Presidents as a trusted business resource regarding effective employee relations practices, strategic workforce planning, employee development and learning initiatives.

· Work environment: Designs and implements policies and procedures that promote a healthy work environment and culture.

· Employee Development: Develop talent management strategy, identify leadership competencies, conduct gap analysis, and collaborate with the region leadership team to develop a talent pipeline/succession planning.

· Performance Management: Assist HR Managers during scheduled performance management cycles, including goal planning, career development, mid-year coaching and year-end reviews.

· Compensation and benefits: Direct, and supervise the administration and compliance of company policies, compensation, benefits, and company programs and plans.

· Recruitment: Assist with overseeing the recruitment process, designing recruitment policies, and recommending improvements.

· Training: Conduct training for HR managers and team members on legal and labor relations matters. Coordinates with HR Managers to effectively manage employee onboarding, transfers and termination processes. Upskill HR Managers and HR Team.

· Safety: Ensure a safe work environment in compliance with all safety policies and procedures using the appropriate tools and equipment for the task.

· Metrics: Regularly measure HR metrics, review with HR Managers and Company Presidents to create business action plans.

· Compliance: Ensuring HR policies, practices, and procedures to achieve the company’s business objectives. Ensure compliance with all applicable federal and state compliance reporting, employment practice laws and other government labor regulations.

· Issues: Ensures HR managers and staff address employee issues, requests, hotline calls, and grievances promptly.

· Travel to various company operations and locations to meet and work with employees.

· Regular and predictable attendance at assigned times is required.

· Other duties as may be assigned.

 

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Education/Experience

· Bachelor’s degree in HR, Business Administration, or related field (or equivalent experience).

· 3-5 years related experience within the human resources function

· Experience in a construction environment preferred but not required.

· HR certification a plus.

· Requires proficient use of Microsoft Office Excel, Word, PowerPoint, and the ability to work with various software programs that support HR functions.

 

Work Requirements

· Must be 18 years in age or older.

· Must pass a drug screen and criminal background check.

· Strict adherence to safety requirements and procedures as outlined in the Employee Handbook.

· Willingness to work in a team environment and assist co-workers or supervisors with other duties as required.

· Display a professional and courteous attitude to co-workers, supervisors and the general public at all times.

· Must be willing to travel and work away from home when required.

· Occasional overnight travel may be required.

· Ability and desire to maintain a high level of confidentiality.

· Internal and external customer service oriented.

· Individuals are required to wear personal protective equipment (PPE) in designated operations and production areas as stated by OSHA and/or MSHA.

· Compliance with all OSHA and/or MSHA regulations.

· Regular required attendance and reporting ready to begin work at the designated start time

Physical Requirements

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

· May occasionally lift move/carry up to 10 lbs. and occasionally use exertion forces of pushing/pulling of up to 10 lbs

· Frequently required to sit, stand, walk, talk and hear, use hands and fingers to manipulate objects for extended periods of time

· Vision abilities (with correction) include close, distance, peripheral, depth, and the ability to adjust focus

 

Work Environment

· Usually, normal office working conditions. The noise level in the work environment is usually quiet.

· The position may require work outside of normal business hours.
