Reporting to Director, Human Resource, the HR Manager  (HRM) provides functional support to their designated business unit(s) on matters involving the Human Resources portfolio that are both strategic and transactional in nature.  The HRM coordinates and delivers the practical aspects of the Human Resource strategy supporting the business unit’s performance objectives. The HRM operates in a fast paced work environment comprised of multiple business units, work locations, unions and collective agreements.

 Position Responsibilities:

  • Develop and deploy Human Resource, employee & labour relations solutions in the day to day support of their designated business unit(s)
  • Respond with a subject matter expertise to inquiries regarding HR policies, procedures, and programs to internal customers
  • Coach, consult, recommend and influence internal customers using subject matter expertise towards approaches of problem solving with consideration for employee engagement objectives
  • Coordinate and execute salary and benefit administration program transactions to ensure process compliance and equity within organization
  • Participate in the development of Compensation & Benefit enhancement strategies including costing
  • Acts as an integral member of the bargaining committee, including researching and costing proposals and preparing and/or reviewing drafts of collective agreement language. Ensures that negotiations are properly documented.
  • Educates management on negotiated contract changes and assists with implementation where required.
  • Provides advice and information to management on the interpretation and application of the collective agreement and on workplace legislation and policies.
  • Supports the grievance handling process, ensuring compliance with the collective agreement and Company policy.
  • • Administration of the arbitration process.
  • As a member of the negotiating committee, support the collective bargaining process through various preparation activities, contingency plan development, costing, bargaining and implementation of collective agreement revisions upon ratification
  • Conducts workplace investigations, documents, and recommends options for resolving issues related to workplace conduct e.g. harassment, workplace violence.
  • Supports various HR processes such as recruitment, succession planning and training, and in certain cases assists the OHS team in safety incident investigation, or case management involving employee injuries and/or disability.
  • Develops and delivers various training programs on employee and labour relations.
  • Ensures compliance with all company policies and employment-related/labour legislation.
  • Prepares Human Resources reports and presentations as required.
  • Maintain knowledge of HR best practices and trends, existing and new legislation e.g. ESA, Labour Relations Act, Human Rights Code, OHS Act.
  • Maintain pertinent data and records in a controlled manner relevant to key HR activities such as investigations, grievances, arbitrations, collective bargaining, and HR training.
  • Ensure compliance with various labour laws, legislation and regulations.


Position Requirements (Experience, Technical Expertise):

  • A minimum 7-10 years of experience (preferably in a unionized environment).
  • A thorough knowledge of human resource principles and labour relations methods and procedures.
  • Experience as a full scope Human Resources practitioner
  • Experience administering HR Policies and Procedures
  • Experience administering and advising complex employee relations files
  • Experience administering collective agreements and grievance procedures
  • Experience conducting workplace investigations and correct disciplinary action files
  • Intermediate to advanced computer proficiency in Excel, Word, PowerPoint and Lotus Notes.
  • Possess a Valid Driver’s License (Class G or equivalent)



  • Post-Secondary Education in Human Resources Management or in an appropriate discipline including an equivalent combination of post-secondary education and acquired work experience.
