Position Overview
Responsible for supervising construction and paving crews. The direction and scheduling of crews to ensure proper coordination and completion of projects is essential. Safety is a core value of the Shelly Company, and as such the Operation’s Manager will hold the safety of his/her workforce in as high of regard as production goals. Proper utilization of workforce and company equipment to meet or exceed the cost and production goals of the project is essential to the position. It will be expected that this position supports the compliance goals of the company affirmative action plan by communicating with the Divisional Construction Operations Manager regarding hiring and the documentation of same. Internal Preconstruction meetings and look ahead schedules will be necessary components to job readiness and timely completion of projects. It is expected that the majority of time will be spent in the field to coordinate multiple crews and confirm compliance with customer specifications and company goals. The Operation’s Manager will assure that all direct reports fulfill their requirements as assigned in the appropriate Job Descriptions and Accountabilities statements. The goals of this position would be to insure all crews meet safety, quality, workmanship and production standards.
Key Responsibilities (Essential Duties and Functions)
The duties and responsibilities include but are not limited to the following:
- Ensure 100% compliance with Company Safety Policy.
- Review job quality and insure 100% Pay for all items of work and no rework. Daily Productivity: Scheduling, Staffing, Project Review, Equipment and Trucking issues.
- Satisfy customer needs, Follow up on all complaints and Project a positive company image at all times.
- Keep open and honest communications with all affected by daily job duties.
- Follow all company guidelines and policies to ensure correct and accurate reporting.
- Identify Key Personnel, Employee Training and Succession Planning.
- Ensure correct utilization and Asset Preservation of all equipment.
- Prepare a 4 week project schedule covering asphalt plant, mix type, liquid type, tonnage, and trucking needs. Review with Quality Control, Trucking, Milling, and Asphalt Plant Operations. Scheduling shall also include consideration and cooperation with private customers at Asphalt Plants.
- Work with Union representatives to ensure we have a quality work force while striving to meet our EEO requirements. Complete Union Request Forms and EEO Documentation as needed and directed by the Divisional Construction Operations Manager.

- Display a professional and courteous attitude to co-workers, supervisors, and the general public at all times.
- Must be willing to travel and work away from home when required.
- Must be willing to work nights and weekends when necessary.
- Report to the assigned job site ready to begin work at the designated start time.
- Strict adherence to safety requirements and procedures as outlined in the Manual of Safety Practices and Procedures.
- Strict adherence to Shelly Company policies and procedures as outlined in the Company Book of Policies.
- Willingness to work in a team environment and assist co-workers or supervisors with other duties as required.
- Timely and regular attendance is an expectation of performance for all Shelly Company employees. Employees will be held accountable for adhering to their workplace schedule.
- Must reside or be willing to relocate to the assigned area of responsibility.
Supervisory Responsibilities:
Carry out supervisory responsibilities in accordance with the company policies, procedures, and applicable laws.
Responsibilities include, but are not limited to:
- Planning, assigning, and directing work.
- Willingness to develop subordinates’ technical and leadership skills and make recommendations for new job opportunities when appropriate.
- Effective management of employee performance through coaching, feedback (written and verbal), rewards, and discipline when necessary.
- Addressing complaints and resolving problems in a timely manner.
- Ability to get work done through others using effective delegation, scheduling, and time management practices.
Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Education and Experience
Bachelor’s degree or equivalent from four-year college or technical school; or two to four years related experience and/or training; or equivalent combination of education and experience. Proficient with Windows, Excel, Word, and PowerPoint.
Language Skills:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively to customers or employees of organization.
Mathematical Skills:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
Reasoning Ability:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

The employee must regularly lift and/or move more than 10 pounds. Specific vision abilities required by this job include distance vision, peripheral vision, and depth perception.
Work Environment
While performing the duties of this job, the employee regularly works near moving mechanical parts and in outside weather conditions and is regularly exposed to wet, humid condition airborne particles, and extreme heat or cold. The employee is occasionally exposed to vibration.
The noise level in the work environment is usually very loud and may require protective equipment.
