Position Overview:

Reporting directly to the HR Director, the Human Resources Manager will support in the development and implementation of HR initiatives and strategy. The Human Resources Manager will provide line of business support and coordinate Human Resources initiatives including but not limited to talent management, career development, policy and procedure administration, benefits administration, employee & labor relations, and other duties, as necessary. 


Key Responsibilities (Essential Duties and Functions):

  • Partner with the HR Director to plan, develop, organize, implement, direct initiatives as it relates to their assigned line of business.
  • Build trust and establish credibility at all levels of the companies as well as HR managers in the other OMG Northeast companies and our corporate office.
  • Keeps informed of matters affecting employee morale and develops and recommends programs to foster positive employee morale and a free flow of information between employees and management within their line of business. 
  • Conceive and execute HR initiatives in support of the strategic business plan.
  • Partner with HR Director and fellow Pennsy HR Business Partners to aid in the development of the talent management strategy, identify leadership competencies, conduct gap analysis, and collaborate with leadership team to develop a talent pipeline/succession planning.
  • Support organization change and continuous improvement efforts (such as Lean) and collaborate with our next managers and supervisors to ensure successful change management approaches through effective planning and analysis, communication of change initiatives, full and active leadership support, and employee involvement.
  • Provide effective talent and performance management coaching to leaders.
  • Partner with our divisional Talent Acquistion team on recruitment strategy to attract top talent, improve bench strength for Pennsy Supply.
  • Identify and participate in career fairs to improve candidate pool for Pennsy Supply.
  • Assist leaders and team members in identifying and creating development plans.
  • Partner with the Pennsy HR team in developing and executing effective on-boarding processes for new employees. Ensure proper paperwork is completed and forwarded to appropriate parties.
  • Partner with HR Administrator to ensure completion of the HR administrative activities.
  • Drive the annual performance management process (goal setting, mid-year coaching, year-end reviews) within your line of business.
  • Run analytic reports as needed to ensure timely completion of each talent phase throughout the year.
  • Ensures compliance with all EEOC, AAP, and ADA requirements and applicable employment laws, regulations, and policies. 
  • Communicate all updates and/or initiatives to appropriate management team and employee base as necessary.
  • Partner with the HR team to ensure yearly review and updates of the employee handbook.
  • Coordinate and funnel all HR related compliance requests and information to Corporate (i.e. Code of Conduct, EEO/AA, etc.) and the appropriate personnel.
  • Provide guidance to your line of business leadership team with policy interpretation and division expectations.
  • Partner with HR Director and HR team in support and execution of the labor relations strategy.

Supervisory Responsibility:

This is a non-supervisory role.


  • Bachelor’s degree in Human Resources, Organizational Development, Business Administration, or comparable discipline or equivalent combination of education and experience.
  • 5+ years working in Talent Management, Training/Development and/or Human Resources
  • Background in employee and labor relations.
  • Must be willing to travel and work away from home base when required.
  • Ability to work independently and get work done through others using effective influencing skills, delegation, scheduling, and time management practices.
  • Highly developed verbal, written and communication skills.
  • Proficiency with Microsoft Office products including Excel, Word, and PowerPoint.
  • Ability to perform under deadline pressure.


 Work Requirements:

  • Must be 18 years in age or older.
  • Must submit to drug screen and criminal background check.
  • Strict adherence to safety requirements and procedures as outlined in the Employee Handbook.
  • Willingness to work in a team environment and assist co-workers or supervisors with other duties as required.
  • Must be willing to travel and work away from home when required.
  • Must be willing to work nights and weekends when necessary.


Knowledge/Skill Requirements:

  • Highly effective oral and written communication skills required.
  • Proficiency of MS Excel and Word applications required.
  • Ability to analyze issues independently.
  • Ability to perform under deadline pressure.
  • Ability to understand and follow complex verbal and written instructions.
  • Ability to meet attendance schedule with dependability and consistency.

  • Tempo is fast-paced with deadlines.
  • The noise level in some areas of the work environment may be moderate.
