Position Overview
The Estimator/Project Manager position is responsible for utilizing experience, bid documents and team calibration to estimate the amount of materials, equipment, delivery and man-hours required to complete a successful bid. The estimator is responsible for identifying bid opportunities, attending pre-bid meetings, maintaining a bid calendar, and completing bids on time in accordance with the bid documents for all aspects of construction (earthwork, grading, drainage, flex base, asphalt paving and repairs, seal coating, pavement markings and signage), executing contracts and subcontracts as well as managing projects through completion and providing necessary administration and collection responsibilities for each project.
Key Responsibilities (Essential Duties and Functions)
· Identify and respond timely to bid opportunities, Visit Site, Attend pre-bid meetings
· Perform competitor analysis for bids.
· Produce take-offs from plans and/or site surveys for quantity comparisons.
· Solicit subcontractors and vendors / handle questions/scope issues.
· Identify owner/landholder. Prepare & submit questions to owner for clarification when necessary.
· Engage with subcontractors and vendors as needed.
· Must possess a thorough knowledge of project specifications, contract documents and how the work is paid.
· Detailed cost breakdowns.
· Calculate trucking, production, crew hours.
· Break the work into phases (if necessary) and the differential production rates / multiple mobilizations required.
· Prepare an estimate as sub / self-perform for some potentially subcontracted scopes.
· If successful, prepare post-bid documents for owners, hand off notes for operations and conduct a hand-off meeting.
· Participate in sales and marketing activities including cold calling, tradeshows and other networking activities.
· Execute contracts and subcontracts on successful bids.
Qualifications
Education/Experience
· 4-year degree in construction management and or civil engineering is desired but not necessary. Equivalent experience in Commercial HMA and or TXDOT highway construction/HMA paving or similar
· Both in the field and digital estimating skills are desired.
· Valid state driver's license and a satisfactory driving record is required.
Knowledge/Skill Requirements
· Demonstrated commitment to achieving the organization's goals and objectives.
· High ethical standards.
· Proficient with HCSS HeavyBid, Scheduling Software’s (P6 & MS Projects) preferred and Microsoft Office 365 products required
· Maintaining a bid log for upcoming and past bids
· Attention to detail
· Manage time efficiently in order to meet bid deadlines
· Team Player and a Self-Starter
· Check bid documents prior to bid submission
· Strong analytical and problem-solving skills.
· Strong negotiation skills and ability to work with suppliers.
· Strong attention to detail.
· Ability to perform multiple tasks effectively with a focus on timeliness and responsiveness.
· Ability to deal with the public in a pleasant, courteous, and calm manner in all circumstances.
· Ability to work under pressure and be multi-task oriented.
· Ability to follow complex oral and written instructions.
· Capable of utilizing the internet effectively for research and evaluation.

· Lead by example. Direct work with integrity in a safe, quality driven manner.
· Excellent communication skills (both oral and written).
· Understanding of procurement's impact on financial results.
Physical Demands

· Safely operator a motor vehicle frequently, such as a pick-up truck, often in rough, uneven conditions. Including mounting and dismounting equipment.
· Inspect commercial, multifamily and public work opportunities and ongoing projects by walking the worksite. Often involves walking on slopes, uneven terrain and along heavily travelled roads and highways.
· Climbing steps to office trailers or box trailers.
· Measuring jobsites to calculate areas for estimates and or to determine pay quantities for billings.
· Utilizing office equipment while sitting.
· Alternating frequently between sitting, standing, walking and climbing
· Occasional lifting, setting cones or barricades.
· Maintaining mental alertness at all times to ensure safety of all employees for whom the individual is responsible.
