What You Will Do…

As the HR & Safety Manager, you will serve as a trusted partner supporting both people and operational safety. This hybrid role oversees the implementation of Human Resources (HR) and Safety programs across multiple business lines—including aggregates, asphalt, ready-mix, and equipment—spanning three Operating Companies with approximately 130 employees.

 

You’ll split your time between the field and the office, building relationships, reinforcing safety expectations, supporting workforce development, and ensuring compliance with federal, state, and local regulations (i.e., OSHA, MSHA, DOT/FMCSA). From recruitment and employee relations to incident investigations and safety coaching, you’ll play a key role in cultivating a strong safety culture and high-performing workplace.

 

Location: This is an in-person position based out of Santa Rosa, CA. Local commutes pit/plant locations as needed, which may include up to 10% overnight travel.

 

Shift: Primarily work 8–10 hours per day, 5 days per week. Nights/weekends as needed (up to 10%).

Minimum Qualifications

  • Bachelor’s degree and 5+ years’ experience in HR and Safety management.

  • Demonstrated experience in California employment law and other state & federal regulations.

  • Union & labor relations experience preferred.

  • Strong working knowledge of OSHA/MSHA standards, and safety best practices.

  • Demonstrated ability to lead trainings, build relationships, and influence across a diverse workforce.

  • Ability to work independently, travel locally to sites, and adapt to changing business needs.

  • Proficient in Microsoft Office and HRIS systems.

  • A valid driver’s license, current authorization to work in the United States, and the ability to pass pre-employment controlled-substance testing.

 

Preferred Qualifications

  • SPHR/SHRM-SCP

  • Safety certifications such as BCSP credentials, OSHA 501/511, MSHA Blue Card.

  • Experience in construction or a related field is preferred.

Key Responsibilities (Essential Duties and Functions)

  • Provide strategic and hands-on leadership in both Human Resources and Safety functions to support a safe, compliant, and high-performing workplace.

  • Develop, implement, and maintain HR and safety policies, programs, and procedures that align with regulatory requirements and company values.

  • Lead recruitment, onboarding, and talent development efforts; ensure employees are properly trained on HR policies, job-specific responsibilities, and safety practices.

  • Foster a culture of safety and inclusion by coaching managers and employees, reinforcing safe behaviors, and promoting continuous improvement across all levels of the organization.

  • Partner with leadership to support performance management, employee relations, and workforce planning while promoting employee well-being and engagement.

  • Conduct regular field visits to engage with employees, observe operations, perform safety audits, and proactively identify and mitigate risks.

  • Oversee incident response, investigations, and corrective actions, using a learning-based approach to reduce future incidents and reinforce a safety-first mindset.

  • Maintain accurate documentation and reporting related to safety (i.e., OSHA/MSHA, training records, incident reports) and HR compliance (e.g., EEO, FMLA, ADA).

  • Collaborate cross-functionally to lead safety and HR-related trainings, communicate policy updates, and drive initiatives that enhance organizational effectiveness and safety outcomes.

  • Serve as a liaison with regulatory agencies, insurance providers, and other external partners to support compliance and claims management.

  • Promote employee development, safety leadership, and a culture of care, accountability, respect, and innovation throughout the organization.

  • Office Environment (20%) and Field Visits (80%) including plants, pits, and shops.

  • Exposure to weather, mechanical equipment, noise, and dust typical of mining and industrial environments.

  • The noise level in the work environment is usually loud, however, PPE will be provided by our team to keep you safe. Please provide your own pair of safety-toed boots.
