In this role, you will be the subject matter expert for prevailing wages, Davis Bacon, and similar government & municipal payroll regulations for 9 operating companies across WA, OR, ID & MT. You’ll ensure compliance by staying current on changes to related legislation and will be the point person to address employee & operational inquiries. You’ll provide critical support to our teams, playing an integral part as we stand together to reinvent the way our world is built.
Location: Spokane Valley, WA | Hybrid (2 Days WFH/week) on completion of training
Wage: $24.45 – 31.40/hr DOE w/ Potential for Overtime
Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Minimum Qualifications
- High School Diploma or equivalent.
- 3 – 5 years payroll experience to include knowledge of local, state, and federal labor laws, rules, and regulations.
- Minimum 1 year Davis Bacon and/or Prevailing Wage experience.
- Intermediate Excel Skills: Familiarity with basic math functions, IF functions, V-Lookups & Pivot Tables.
- Must be able to travel up to 25% of the time throughout the Northwest (WA, OR, ID, MT).
- Ability to communicate effectively, both verbally and in writing with team members across departments and functions, including the ability to follow complex oral and written instructions.
- Safety minded professional who demonstrates good performance, attendance, and punctuality.
- Must pass pre-employment controlled substance testing.
- Demonstrates the ability to work overtime as needed.
- Must have current US Authorization to work or ability to obtain without company assistance prior to start date.
Preferred Qualifications
- Prior payroll experience within the construction industry.
- Prior experience with Department of Labor audits.
- Prior experience with Union payroll.
Key Responsibilities (Essential Duties & Functions)
- Evaluate internal processes related to state and federal projects to ensure information accurately flows from project setup through business operations to allow for the timely creation of employee paychecks and certified payrolls.
- Understand, implement, and update accurate fringe benefit calculations, including amortization and offsets as required by jurisdictions.
- Perform periodic internal audits for adherence to, and accuracy of, compliance processes.
- Identify and suggest remedy to breaks and or inaccuracies in process flow as identified throughout audits.
- Participate in prevailing wage training & development, circulate information as needed.
- Apply basic understanding of federal, state, and local prevailing wage laws (Davis-Bacon and Related Act (DBRA) to support specific projects.
- Review and match prevailing wage interview findings to subcontractor payroll submissions; identify and manage discrepancies and escalate findings as needed.
- Liaise with company designated representatives (Project Managers, Contract Admins, Payroll/HR, Sales, etc.)
- Assist in setting up payroll templates applicable to various jobs.
- Review union contracts to ensure legal compliance.
- Seek to understand our business by visiting sites and talking to our people throughout WA, OR, ID & MT.
- Promote and support an inclusive work environment.
