Position Overview

Plant Manager is responsible for the overall safe production and performance for one or more Tilcon New York asphalt plant facilities. Responsible to provide the leadership that develops and sustains a team that supports our core values of Safety, Integrity & Quality. Build partnerships with other LOB (line of business) leaders and their teams working collaboratively to meet shared company objectives. Create a climate where people are motivated to do their best to help the organization achieve its objectives; safe production, quality products and superior customer service. 

Roles and Responsibilities

(Essential Duties and Functions)

  • Demonstrate consistent leadership aligned with our core values of Safety, Integrity, and Quality.
  • Build and maintain a team fully committed to safety and a zero‑incident mindset.
  • Ensure all employees participate in safety programs and follow established procedures.
  • Lead daily operations by setting clear expectations, managing processes, and supporting your team.
  • Apply C.A.R.E. principles—Compliance, Accountability, Risk Assessment, Engagement—through daily actions.
  • Maintain strict adherence to Tilcon/CRH safety policies and MSHA/OSHA regulations.
  • Achieve production, cost, and quality targets while maintaining safe, environmentally responsible operations.
  • Support product quality and customer service by communicating regularly with QC leadership and technicians.
  • Partner with LOB leaders to strengthen operational excellence and service consistency.
  • Communicate KPI expectations and promote cost‑control awareness among plant personnel.
  • Manage and execute preventative maintenance programs for assigned facilities.
  • Direct daily work through effective delegation, scheduling, and time management practices.
  • Manage employee performance through coaching, verbal/written feedback, recognition, and discipline as needed.
  • Conduct annual reviews and 30/60/90‑day new‑hire evaluations.
  • Develop employees’ technical abilities and leadership skills.
  • Hire, train, discipline, and develop team members to support world‑class performance.
  • Maintain professional communication and a positive attitude with coworkers, leadership, and the public.
  • Follow all company policies and procedures as outlined in the Employee Handbook.
  • Prepare accurate reports, including daily production, financial updates, incident reports, timecards, and special requests.
  • Ensure compliance with all facility permits and environmental regulations.
  • Build and maintain productive relationships with subcontractors, agencies, and industry partners.
  • Collaborate with Purchasing to leverage CRH buying power.
  • Assist the GM, Asphalt Operations, in preparing the annual operating budget.
  • Resolve internal disputes when necessary.
  • Use software tools to support production tracking, cost analysis, and P&L management (Scorecards, Viewpoint, Excel, etc.).
  • Plan production schedules aligned with commercial demand.
  • Establish relationships with facility neighbors and town officials as appropriate.
  • Plan, assign, and direct work to achieve operational goals.
  • Maintain knowledge of state and federal specifications for asphalt pavement materials.
  • Regular and timely attendance is required.
  • Perform additional duties as assigned.

Marginal Duties and Functions

  • Share best practices to improve plant operations and support efficiency across facilities.
  • Support team members and leadership with additional tasks as needed.
  • Maintain records, manage files, prepare reports, and order materials/equipment.
  • Assist with interviewing and hiring when required.
  • Generate capital improvement ideas that enhance plant safety and performance.
  • Conduct facility tours and communicate operating procedures to visitors.
  • Serve as liaison between regulatory inspectors and management.

Qualifications

To perform this job successfully, an individual must be able to carry out each essential function effectively.

Education/Experience

Required

  • High School diploma or GED and 5+ years of relevant work experience.

Preferred

  • Bachelor’s degree (Engineering preferred).
  • 3+ years of leadership experience in operations.
  • Equivalent combinations of training and experience.
  • High proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint).

Work Requirements

  • Follow company safety standards and Employee Handbook requirements.
  • Availability to work nights and weekends when required.
  • Use required PPE in designated MSHA/OSHA areas (face shield, safety glasses, hard‑toe shoes, dust masks, hearing protection, etc.).

Knowledge/Skill Requirements

  • Ability to read and interpret specifications, regulations, reports, and manuals.
  • Strong communication skills with the ability to interact effectively with staff, customers, and management.
  • Understanding of asphalt plant operations and basic mechanical systems.
  • Knowledge of federal, state, and local regulations related to safety, environment, and transportation.
  • Ability to identify hazards and respond appropriately.
  • Ability to perform intermediate math (algebra, geometry, shop math).
  • Competence in computer use for communication and data analysis.
  • Familiarity with plant roles, equipment, and tasks; willingness to step in when needed.

Physical Requirements

  • Ability to talk, hear, sit, stand, walk, and use a computer for extended periods.
  • Required vision abilities include close, distance, depth, peripheral, and focus adjustment.

Work Environment

  • Work includes both office and field environments.
  • Field work may involve moving machinery, outdoor weather, and humid conditions.
  • Office environment is typically quiet.
