Job Summary
The Director of CapEx PMO leads the capital expenditure project management organization for the Infrastructure Products Group (IPG). This strategic leadership position is responsible for enhancing and maintaining the governance structure for all capital expenditure activities across the business, developing multi-year CapEx plans, and overseeing the execution of large-scale capital projects. The Director collaborates with executives, business leadership, operational teams, engineers, and finance to drive business growth through strategic capital investments. This role is accountable for providing comprehensive visibility across the organization's CapEx portfolio and spend, ensuring alignment with business objectives and maximizing return on investment.

Job Responsibilities
Strategic Leadership & Governance
- Develop and implement 1 year, 3-year and 5-year CapEx strategies aligned with the company's growth objectives
- Enhance and maintain CapEx governance frameworks, policies, and processes to ensure consistent application across all business units
- Lead monthly steering committee meetings with C-suite executives, presenting CapEx performance metrics, new capex proposals and strategic recommendations
- Provide comprehensive visibility into the overall CapEx portfolio and spend across various business areas
- Partner with key stakeholders to define, prioritize, and develop strategic capital investments
Financial Management & Analysis
- Oversee the development of robust financial models including cash flows, NPV, IRR calculations, and project budget forecasts that meet CRH hurdle rates and evaluation criteria
- Review and approve CapEx financial models
- Analyze financial data including project budgets, risks, and resource allocation across the portfolio
- Working with Finance, deliver financial reports and budget analyses to executives and key stakeholders
Portfolio & Project Management
- Lead the development and maintenance of the project portfolio, ensuring alignment with business strategy and growth objectives
- Serve as the ultimate gatekeeper for all Group business case reviews, ensuring proper completion and financial rigor
- Oversee the creation of white papers and business cases for major CapEx submissions
- Establish performance metrics and KPIs for capital projects and conduct regular portfolio reviews
- Balance competing priorities across multiple complex projects while optimizing resource allocation
Team Leadership & Development
- Lead and develop a team of 9 professionals in the CapEx PMO organization
- Coach direct reports on best practices related to project management techniques and value-creating activities
- Foster a high-performance culture focused on continuous improvement and excellence in execution
- Establish cross-functional communication channels between engineering groups, vendors, operations, and finance
Operational Excellence
- Ensure consistent documentation of project scope, budget, justification, and execution plans
- Drive standardization of project management methodologies across the organization
- Review and approve all major capital project baseline schedules and budgets
- Maintain regular communication with Operations and Project Leadership members for each major project
- Interface coordination between all engineering groups, equipment vendors and other third parties
Job Requirements
- 8+ years of progressive experience in project management or capital planning roles
- 5+ years in leadership positions with demonstrated success in managing cross-functional teams
- Strong financial acumen with experience in capital budgeting, financial modeling, NPV/IRR analysis, and capital allocation
- Proven track record of leading multiple complex projects simultaneously with budgets exceeding $10M
- Experience presenting to and collaborating with C-suite executives
- Demonstrated ability to develop and implement long-term strategic capital plans
- Previous experience leading equipment installation and/or construction projects in an industrial environment
- Advanced proficiency in Microsoft Office programs including Excel financial modeling capabilities
- Working knowledge and experience with project management software platforms
- Skilled in facility layout and design, regulatory requirements, process improvement and team problem solving methods
- Building products industry experience highly desired
- 12+ years' experience in manufacturing environment with detailed knowledge of applicable processes and associated equipment
Job Qualifications
- Bachelor's Degree in Engineering, Construction Management, Business Administration, or Finance required; Master's degree preferred
- MBA or Master's in Finance a plus
- PMP certification preferred
- Financial certifications (CFA, CPA) beneficial
- Strong strategic thinking, analytical, and problem-solving skills
- Exceptional communication skills with ability to present complex financial information to executive audiences
- Demonstrated leadership capabilities with experience managing diverse teams
