Position Overview

This position will focus on the fulfillment of labor needs within the Northeast Division of The Shelly Company.  This position will also provide a leadership role in the field through emphasis on safe operations, quality workmanship, and attention to detail.

 

Key Responsibilities (Essential Duties and Functions)

The duties and responsibilities include but are not limited to the following:

  • Promote a Safety Culture where employee engagement is an expectation.  Safety should be at the forefront when making hiring decisions, assessing training needs, and developing crews.
  • Assemble crews and maintain labor needs for asphalt paving, construction, and utility operations.  Labor force must meet or exceed defined minority and female participation goals as defined by federal, state, and local governments.  Also required to meet trainee goals as required by ODOT.
  • Communicate with Labor Unions for the fulfillment of labor needs.  Comply with the rules and regulations set by the Heavy Highway Agreements with signatory Labor Unions.  Also act as the point person for any Union issues that may arise.
  • Attract and acquire new workforce members, as needed, when Unions are unable to fulfill labor needs.  This includes working with HR to post job, interview, and complete onboard processes.
  • Review and approve required new hire paperwork as required.  Initiate and complete EAF for all employees within the construction group when necessary.  Collect and review MVR data.
  • Evaluate workforce in the field to insure safe, quality production.  This will include ensuring labor force is qualified and properly trained to perform required tasks safely.  This will also require ensuring proper practices and procedures are followed for quality workmanship.  Provide coaching and feedback as necessary.  Recognize and develop key talent.  Coordinate and maintain training and certification of workforce.
  • Ensure each crew member receives yearly updates through back-to-work meetings and/or new hire meetings, to become properly trained before start of work assignment.  This includes coordinating with Safety, scheduling, and presenting portions of information.
  • Monitor and respond to any employee issue in the field.  This will include investigation and interviews, as well as, determining the need to discipline or escalate to EEO/HR dept.
  • Assist area managers in the preparation, execution, and completion of work within the Southern Division.  This will include scheduling job needs, coordinating OUPS & videoing, placement and review of EEO boards, and managing sweeper and ac crews.  Requires infield entry, review, and/or approval
  • Review, monitor, and approve paperwork flow from field to office and office to field.  This includes, but not limited to, safety documents, material transactions, and expense statements, as well as other functions deemed necessary.
  • This role is part of the operations management team which could require field management of crews from time to time.  The role will require availability on day-shift, night-shift, weekdays, and weekends throughout the season.

  • Must be willing to travel and work away from home when required.
  • Must be willing to work nights and weekends when necessary.
  • Report to the assigned job site ready to begin work at the designated start time.
  • Strict adherence to safety requirements and procedures as outlined in the Manual of Safety Practices and Procedures.
  • Strict adherence to Shelly Company policies and procedures as outlined in the Company Book of Policies.
  • Willingness to work in a team environment and assist co-workers or supervisors with other duties as required. 
  • Timely and regular attendance is an expectation of performance for all Shelly Company employees. Employees will be held accountable for adhering to their workplace schedule.

 

Supervisory Responsibilities:

Carry out supervisory responsibilities in accordance with the company policies, procedures, and applicable laws. 

Responsibilities include, but are not limited to:

  • Planning, assigning, and directing work.
  • Willingness to develop subordinates’ technical and leadership skills and make recommendations for new job opportunities when appropriate.
  • Effective management of employee performance through coaching, feedback (written and verbal), rewards, and discipline when necessary.
  • Addressing complaints and resolving problems in a timely manner.
  • Ability to get work done through others using effective delegation, scheduling, and time management practices.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

 

Education and Experience

Minimum of 5 Years construction field experience required. Asphalt paving field experience preferred. Proficient with infield, Windows, Outlook, Excel, Word, and PowerPoint. Must be familiar with Labor and Operator Union practices, books, procedures and requirements. Very strong organizational and interpersonal skills required.

 

Language Skills:

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.  Candidate must have strong organizational and interpersonal skills. Must have strong written and verbal skills. Ability to speak effectively to customers and all levels of employees of organization.

 

Mathematical Skills:

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

 

Reasoning Ability:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.  Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

While performing the duties of this job, the employee is regularly required to stand; walk; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; and talk or hear.  The employee frequently is required to climb or balance.  The employee is occasionally required to sit and stoop, kneel, crouch, or crawl.

 

The employee must occasionally lift and/or move 25 pounds. Specific vision abilities required by this job include distance vision, peripheral vision, and depth perception.

 

Work Environment

While performing the duties of this job, the employee regularly works near moving mechanical parts and in outside weather conditions and is regularly exposed to wet, humid condition airborne particles, and extreme heat or cold.  The employee is occasionally exposed to vibration.The noise level in the work environment is occasionally very loud and may require protective equipment.
